About the ICC

Constituted under the Sexual Harassment of Women at Workplace Act, 2013

The Internal Complaints Committee (ICC) of RPHGMCH has been constituted as per the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (POSH Act). The committee is mandated to provide a safe, secure, and enabling environment free from sexual harassment to every woman — whether employee, student, contractual worker, or visitor — at the institution.

Purpose

  • Prevent sexual harassment at the workplace through awareness and sensitisation
  • Provide a fair, time-bound, and confidential redressal mechanism for complaints
  • Conduct gender sensitisation programmes for students and staff
  • Submit annual reports to the Principal and District Officer as mandated

Scope & Who Can Complain

Any woman — including faculty, resident doctors, nursing staff, administrative staff, students, interns, or any woman visiting the campus — who has experienced sexual harassment at or related to the RPHGMCH workplace may file a complaint with the Presiding Officer of the ICC. The ICC also takes cognisance of complaints by third parties on behalf of the aggrieved person where required.

Complaint Procedure

Step-by-step process — confidential and time-bound

  1. Submit written complaint to the Presiding Officer of the ICC, in person or by sealed envelope/email. Complaints may also be submitted online through the institutional portal (once live). The complaint must be filed within 3 months of the incident (extendable to 6 months for good reasons).
  2. Acknowledgement within 7 days — the ICC will acknowledge receipt of the complaint in writing within 7 working days and communicate the process to the complainant.
  3. Inquiry completed within 90 days — the ICC conducts a fair and objective inquiry. Both parties are given an opportunity to present their case. The inquiry is completed within 90 days of receipt of the complaint.
  4. Report submitted to Principal — upon completion of inquiry, the ICC submits its findings and recommendations to the Principal within 10 days of conclusion of the inquiry.
  5. Action taken within 60 days — the Principal takes appropriate action on the ICC's recommendations within 60 days of receiving the report.
Confidentiality: Strict confidentiality is maintained throughout the process. The identity of the complainant, respondent, and witnesses shall not be disclosed to the public or the media. Violation of confidentiality is itself an offence under the POSH Act.
